With an overall score of 76.15 points, Morocco is the only African country to feature among the 20 states with the best published results in the 2025–2026 Global Public Security Index.
Morocco stands out in the new 2025–2026 Global Public Security Index, unveiled in Lianyungang, China, during the 2026 Conference of the Global Public Security Cooperation Forum. Of the 62 countries assessed, only the scores of the 20 states with the highest levels of public security governance were made public. The Kingdom appears among them with 76.15 points, making it the only African country represented.
The index is based on a 100-point scale: the higher the score, the stronger a country’s public security performance is considered to be. The average score across the 62 countries assessed stands at 72.56 points, placing Morocco above the sample average. The study covers a particularly broad scope, representing 82.73% of the world’s population, 75.22% of the world’s land area, and 87.47% of global economic activity.
The Kingdom stands out particularly in counterterrorism, where it scores 87.45 points, the 9th-best performance among the 20 countries whose results were published. It also ranks 9th within this group in cybersecurity, with a score of 71.73 points. Morocco further records 73.82 points for public order and security and 71.50 points for road safety.
The report is based on an approach combining traditional and non-traditional security, risks linked to emerging technologies, and cross-border threats. The 2025–2026 edition also includes a study on social stability in order to further refine the assessment of national security systems.
By way of comparison, China records the highest overall score, with 84.62 points, ahead of Singapore (84.42) and Uzbekistan (83.81).
It should be noted that, in the table published by the Forum, the 20 countries are listed in alphabetical order rather than according to their overall ranking, which would arguably have been more logical. As a result, the number 9 shown next to Morocco refers only to its position in the alphabetical list.
